How it works
PIC operates through a structured two-phase approach, combining foundational learning with practical assessment to ensure PICs or Supervisors are prepared, competent, and confident in their role. This is how it works:
Onboarding
New staff members are onboarded onto the PIC platform, where they receive clear joining instructions and an overview of the PIC or Supervisor development programme, setting expectations and ensuring they understand what is involved from the outset.
Authority to work
PICs and Supervisors complete the five Authority to Work (ATW) e-learning modules, aligned with Network Rail and project specific standards where applicable, focusing on the requirements of the role, to establish a consistent baseline of knowledge and understanding before they are permitted to commence their duties.
On-site assessment
This step involves a practical on-site assessment, where learning outcomes from the e-learning are observed, monitored, and measured to confirm individuals can effectively apply their skills and knowledge while undertaking their duties.
Professional development
Following the on-site assessment, PICs or Supervisors review their results and benefit from an automated Professional Development Plan that highlights technical and non-technical risk areas, with clear actions and next steps to strengthen capability and support progression.
Performance analysis
Smart system analytics provides managers and administrators with a clear, organisation-wide view of results, highlighting trends, emerging skill gaps, and development priorities to support informed planning and continuous improvement across the workforce.

PICs and Supervisors
PICs and Supervisors are given a limited number of attempts to complete each quiz. Where a module is not passed, detailed analysis of incorrect responses is carried out to identify specific areas where additional support may be required. These insights are shared directly with a nominated contact within your organisation.
Once all mandatory training has been successfully completed, the PIC or Supervisor becomes eligible for assessment. The assessment is conducted on site, during a live shift but with no impact on the works, and typically takes around two hours to complete.

No matter which version you go for, this platform is split into two sections – E-learning and Assessments. The E-Learning element is commonly referred to as ‘Authority to Work’ which ensures a base level of knowledge and understanding of critical topics related to the PIC or Supervisor role. The on-site assessment follows to validate that skills, knowledge and understanding are being applied in work environments.

The standard PIC edition is focused on those undertaking the safety-critical PIC role, whereas the Supervisor Edition is focused on those undertaking the role of Engineering Supervisor. Fundamentally, the platform used and the general approach is the same across both programmes, with the only differences being contained within the e-learning packages and the on-site assessment content.
